Article 32. Refusal to issue a license and/or an appendix to the license The Law on Permits and Notifications
1. Refusal to issue a license and/or an appendix to the license is carried out in cases where:
1) engaging in a type of activity is prohibited by the laws of the Republic of Kazakhstan for this category of individuals or legal entities, a branch of a foreign legal entity whose business is the provision of financial services;
2) no license fee has been paid;
3) the applicant does not meet the qualification requirements;
4) the licensor has received a response from the relevant approving state body on the applicant's non-compliance with the licensing requirements;
5) in respect of the applicant, there is a court decision (verdict) that has entered into legal force suspending or prohibiting activities or certain types of activities subject to licensing.;
6) the court, on the basis of the bailiff's submission, is temporarily prohibited from issuing a license to the debtor applicant.;
7) the unreliability of the documents submitted by the applicant for obtaining a license and (or) the data (information) contained therein has been established.
Additional grounds for refusal to issue licenses and (or) appendices to licenses for financial sector activities and activities related to the concentration of financial resources are established by the National Bank of the Republic of Kazakhstan and the authorized body for regulation, control and supervision of the financial market and financial organizations in accordance with the laws of the Republic of Kazakhstan.
Additional grounds for refusal to issue licenses for the export and import of specific goods are established by the Law of the Republic of Kazakhstan "On Control of Specific Goods".

3. A reasoned refusal in hard copy or in the form of a digital document to issue a license and/or an appendix to the license is given by the licensor to the applicant within the time limits established for issuing the license and/or the appendix to the license.

This Law regulates public relations related to the introduction and implementation of a permissive or notification procedure for the implementation by private business entities and other persons of certain types of activities or actions provided for by this Law.
