Article 8. Mutual liability of the Law on Permits and Notifications
1. By issuing a permit, the state confirms that the licensee, the owner of the permit of the second category, has a minimum level of security in accordance with the objectives of state regulation.
2. The possibility of collegial review and (or) decision-making may be established, as a rule, if it is necessary to assess the applicant's experience and (or) qualifications or choose the best conditions for carrying out the applicant's activities or actions (operations) in comparison with the conditions of other applicants.

This Law regulates public relations related to the introduction and implementation of a permissive or notification procedure for the implementation by private business entities and other persons of certain types of activities or actions provided for by this Law.
