1. The Development Bank receives loans from the national and local budgets solely on the basis of payment, urgency and repayment.

2. The procedure and conditions for the provision, use and repayment of loans received by the Development Bank from the national and local budgets are determined by the legislation of the Republic of Kazakhstan.

3. Loans attracted from budgets are used for crediting projects by the Development Bank, the selection of which is carried out by it independently in accordance with the Memorandum, as well as in the case provided for in subparagraph 9) of Article 4 of this Law.
