Article 22-4. Referral of requests The Law on the Prevention of Juvenile Delinquency and the Prevention of Child Neglect and Homelessness
1. Appeals of minors addressed to state bodies, local self-government bodies, public associations and mass media are sent through the administration of special institutions and organizations.
2. Appeals addressed to the court, prosecutor's offices and state bodies are sent by the administration of special institutions and organizations to the addressee no later than twenty-four hours.
3. Responses to appeals are announced to minors against receipt and attached to personal files.
4. It is not allowed to prosecute minors in any form for appeals in connection with the violation of their rights and legitimate interests. Officials of special institutions and organizations guilty of such harassment are liable in accordance with the laws of the Republic of Kazakhstan.

This Law defines the legal, economic and social foundations of the activities of State bodies for the prevention of juvenile delinquency and the prevention of child neglect and homelessness.
