Article 23. Guarantees of the implementation of this Law of the Law on the Prevention of Juvenile Delinquency and the Prevention of Child Neglect and Homelessness
Bodies and institutions of the system for the prevention of delinquency, neglect and homelessness among minors are obliged, within their competence, to ensure respect for the rights and legitimate interests of minors, to protect them from all forms of discrimination, physical or mental violence, insults, abuse, sexual and other exploitation, to identify minors in need of special social services and dysfunctional families., as well as immediately inform:
1) the prosecutor's office - on violations of the rights and freedoms of minors;
2) commissions on juvenile affairs and the protection of their rights - on cases of violations of minors' rights to education, freedom of work, recreation, housing and other rights, as well as on deficiencies in the activities of bodies and institutions that prevent the prevention of offenses, neglect and homelessness among minors;
3) guardianship and guardianship authorities - for minors who have been left without parental care or legal representatives or are in an environment that poses a threat to their life, health or hinders their upbringing;
4) internal affairs bodies - on neglected and street minors, dysfunctional families, minors who have committed (are committing) offenses or antisocial acts, as well as parents and other adults who involve minors in criminal activities or antisocial acts or commit other illegal acts against them;
5) health authorities - about minors in need of examination, supervision or treatment in connection with the abuse of alcoholic beverages, narcotic drugs, psychotropic substances, their analogues that have a negative impact on mental and physical functions and human behavior;
6) educational authorities - about minors in need of state assistance in connection with unauthorized departure from orphanages, boarding schools and other children's institutions, or in connection with the termination of classes in general education institutions for disrespectful reasons.
The Law of the Republic of Kazakhstan dated July 9, 2004 No. 591.
This Law defines the legal, economic and social foundations of the activities of State bodies for the prevention of juvenile delinquency and the prevention of child neglect and homelessness.
