Article 19. The use of narcotic drugs and psychotropic substances, their analogues, precursors in the expert and criminalistic activities of the Law on Narcotic Drugs, Psychotropic Substances, Their Analogues and Precursors and Measures to Counter their Illicit Trafficking and Abuse
The production of examinations using narcotic drugs and precursors or for the detection of the latter is permitted to legal entities that have a license specified in Article 18 of this Law, subject to other conditions for carrying out forensic expertise provided for by the legislation of the Republic of Kazakhstan. The production of examinations using narcotic drugs, psychotropic substances, their analogues and precursors, or for the detection of the latter by state forensic examination bodies, as well as the conduct of forensic investigations by operational forensic units of internal affairs and national security agencies is carried out without licensing.

This Law regulates the legal basis of state policy in the sphere of trafficking in narcotic drugs, psychotropic substances, their analogues and precursors and establishes measures to counteract their illicit trafficking in order to provide drug treatment and protect the health of citizens, public and state security.
