Article 15. Implementation and distribution of narcotic Drugs, Psychotropic Substances and Precursors of the Law on Narcotic Drugs, Psychotropic Substances, Their Analogues and Precursors and Measures to Counteract their Illicit Trafficking and Abuse
1. The sale and distribution of narcotic drugs, psychotropic substances and precursors are carried out by legal entities in accordance with the procedure established by the Government of the Republic of Kazakhstan, subject to a license issued for these types of activities in accordance with the legislation of the Republic of Kazakhstan.
2. The procedure for the release of medicines containing narcotic drugs, psychotropic substances and precursors to citizens shall be established by the authorized body in the field of healthcare.
3. Medicines containing narcotic drugs, psychotropic substances and precursors may be dispensed to citizens by healthcare entities licensed for the relevant types of activities. The list of positions and organizations that are granted the right to release medicines containing narcotic drugs, psychotropic substances and precursors to citizens is determined by the state body in the field of circulation of medicines and medical devices in coordination with the authorized state body in the field of trafficking in narcotic drugs, psychotropic substances, their analogues and precursors and the authorized body in the field of veterinary medicine.
4. Medicinal products containing narcotic drugs, psychotropic substances and precursors are prescribed and dispensed to citizens for prescription use exclusively for medical purposes, in forms and quantities appropriate to their use for these purposes.
5. The authorized body in the field of healthcare determines the maximum time for prescribing specific medicines containing narcotic drugs, psychotropic substances and precursors used for medical purposes, included in the List of Narcotic Drugs, Psychotropic Substances and Precursors subject to control in the Republic of Kazakhstan, as well as their quantity allowed for discharge and release in one prescription.

This Law regulates the legal basis of state policy in the sphere of trafficking in narcotic drugs, psychotropic substances, their analogues and precursors and establishes measures to counteract their illicit trafficking in order to provide drug treatment and protect the health of citizens, public and state security.
