Article 13. Transportation and transfer of narcotic Drugs, Psychotropic Substances and Precursors of the Law on Narcotic Drugs, Psychotropic Substances, Their Analogues and Precursors and Measures to Counteract their Illicit Trafficking and Abuse

     1. The procedure for the transportation of narcotic drugs, psychotropic substances and precursors, including international transportation, as well as the registration of the necessary documents for this are regulated by regulatory legal acts of the Republic of Kazakhstan.  

     2. Transportation of cargo with narcotic drugs, psychotropic substances and precursors is carried out by paramilitary guards or other security services in coordination with the internal affairs bodies.  

      3. The right to transport narcotic drugs, psychotropic substances and precursors in the territory of the Republic of Kazakhstan is granted to legal entities after obtaining appropriate licenses for this type of activity in the sphere of trafficking in narcotic drugs, psychotropic substances and precursors.  

     4. Individuals may import into the territory of the Republic of Kazakhstan and export from the territory of the Republic of Kazakhstan medicines containing narcotic drugs, psychotropic substances and precursors for personal use for medical reasons, provided there is a supporting document. The form of the supporting document is established by the authorized body in the field of healthcare in coordination with the authorized state body in the field of trafficking in narcotic drugs, psychotropic substances, their analogues and precursors.

      5. The transfer of narcotic drugs, psychotropic substances and precursors in postal items, including international ones, is prohibited.  

The Law of the Republic of Kazakhstan dated July 10, 1998 No. 279.

     This Law regulates the legal basis of state policy in the sphere of trafficking in narcotic drugs, psychotropic substances, their analogues and precursors and establishes measures to counteract their illicit trafficking in order to provide drug treatment and protect the health of citizens, public and state security.
