Article 24. Prohibition of propaganda and restriction of advertising in the sphere of trafficking in narcotic drugs, psychotropic substances, their analogues and precursors of the Law on Narcotic Drugs, Psychotropic Substances, Their Analogues and Precursors and Measures to Counteract their Illicit Trafficking and Abuse
1. Propaganda of narcotic drugs, psychotropic substances, their analogues and precursors, that is, the dissemination of any information, regardless of the form and method of their presentation about narcotic drugs, psychotropic substances, their analogues, precursors, methods, methods of their development, manufacture and use, the advantages and benefits of using certain types of narcotic drugs, psychotropic substances and their analogues, aimed at forming a positive or tolerant attitude towards illicit trafficking and illicit consumption of narcotic drugs among an indefinite circle of people., psychotropic substances, their analogues, or the commission of other actions for these purposes is prohibited.
2. Advertising of narcotic drugs and psychotropic substances, their analogues included in the List of Narcotic Drugs, Psychotropic Substances and Precursors subject to control in the Republic of Kazakhstan (Table I), as well as precursors (Table IV), that is, information about the places or methods of their purchase, quality, price and other properties, distributed and (or) placed anywhere, in any form by any means, intended for an indefinite circle of people and designed to generate or maintain interest in narcotic drugs and psychotropic substances, their analogues and promote their illegal consumption and sale are prohibited.
Advertising of narcotic drugs and psychotropic substances, their analogues included in the List of Narcotic Drugs, Psychotropic Substances and Precursors subject to control in the Republic of Kazakhstan (Tables II and III), may be carried out exclusively in specialized print media intended for medical and pharmaceutical workers. It is prohibited to distribute samples of medicines containing narcotic drugs or psychotropic substances or their analogues for the purpose of advertising.
3. Violation of the norms established by this Article shall entail liability in accordance with the laws of the Republic of Kazakhstan.
The Law of the Republic of Kazakhstan dated July 10, 1998 No. 279.
This Law regulates the legal basis of state policy in the sphere of trafficking in narcotic drugs, psychotropic substances, their analogues and precursors and establishes measures to counteract their illicit trafficking in order to provide drug treatment and protect the health of citizens, public and state security.
