1. Assistance to animals in cases of mass diseases, threats of their death in natural disasters and due to other causes in designated hunting grounds and fishing ponds and (or) sites is provided by subjects of hunting and fishing farms and local executive bodies of the Republic of Kazakhstan, and in other lands and reservoirs - by local executive bodies of the Republic of Kazakhstan. Depending on the significance of the territory and the incident, assistance in these cases may be provided by the Government of the Republic of Kazakhstan and international organizations.

1-1. Assistance to animals in cases of oil spills at sea and in the safety zone is carried out based on an analysis of the total environmental benefits.

2. It is not allowed to capture animals in areas of natural disasters, as well as animals that are at risk of death, with the exception of catching fish in flood-prone reservoirs and (or) areas.

3. In cases of a threat of overfishing, which will inevitably lead to the death of fish, and the impossibility of eliminating such a threat by conducting ongoing fisheries reclamation of water bodies or parts thereof, the authorized body in the field of fisheries or the agency with its territorial divisions, based on scientific recommendations, has the right to make a decision on reclamation fishing.

4. When detecting blockages, all measures should be taken to save fish resources and other aquatic animals, including reclamation fishing.

5. Assistance to prevent the threat of mass death of fish and other aquatic animals, as well as to eliminate the consequences of starvation, is carried out in accordance with the procedure determined by the authorized body in the field of fisheries.

This Law regulates public relations in the field of protection, reproduction and use of wildlife, as well as the conservation and reproduction of Kazakh dog breeds and is aimed at ensuring conditions for the conservation of wildlife and its biological diversity, sustainable use of wildlife in order to meet environmental, economic, aesthetic and other human needs, taking into account the interests of present and future generations..
