Article 22. Scientific research in the field of protection, reproduction and use of wildlife of the Law on Protection, Reproduction and Use of Wildlife
1. Scientific research in the field of protection, reproduction and use of wildlife is carried out in order to:
1) assessment of the state of the animal world;
2) regular study of the condition of rare and endangered species of animals;
3) continuous study of the epizootic situation;
4) participation in international research programs;
5) substantiation of norms and regulations and development of scientific recommendations in the field of protection, reproduction and use of wildlife;
6) substantiation of measures for the conservation of biological diversity, protection, reproduction and use of wildlife;
7) development of legal and economic mechanisms for the protection, reproduction and use of wildlife;
8) state accounting and cadastre of wildlife, inter-farm hunting management and certification of fishery reservoirs and (or) sites.
2. Scientific research in the field of protection, reproduction and use of wildlife is carried out annually at the expense of budgetary funds and other sources not prohibited by the legislation of the Republic of Kazakhstan.
3. The annual assessment of the state of wildlife in the assigned hunting grounds is carried out at the expense of the funds of individuals and legal entities to which they are assigned.
Assessment of the state of fish resources and other aquatic animals in designated fisheries reservoirs and (or) areas of local importance is carried out once every three years at the expense of individuals and legal entities to which they are assigned.
4. The use of wildlife for scientific research purposes is carried out at any time of the year and with permitted harvesting tools on the basis of permits for the use of wildlife (with the exception of fish resources and other aquatic animals) issued by an authorized body or a local executive body.
The quota for the seizure of wildlife (with the exception of fishing facilities) for scientific research is established by the republican associations of public associations of hunters and hunting subjects within the limit for the seizure of species of animals that are the object of hunting, approved by the authorized body.
4-1. The use of fish resources and other aquatic animals for scientific research purposes is carried out at any time of the year and with permitted fishing gear on the basis of a permit for the use of fish resources and other aquatic animals issued by the authorized body in the field of fisheries or a local executive body.
The quota for the seizure of fishing facilities for scientific research is established by the territorial divisions of the department of the authorized body in the field of fisheries within the limit for the seizure of fish resources and other aquatic animals approved by the authorized body in the field of fisheries.
5. Scientific research in the field of protection, reproduction and use of wildlife is carried out by legal entities accredited as subjects of scientific and (or) scientific and technical activities, in accordance with the procedure established by the legislation of the Republic of Kazakhstan.
The Law of the Republic of Kazakhstan dated July 9, 2004 No. 593.
This Law regulates public relations in the field of protection, reproduction and use of wildlife, as well as the conservation and reproduction of Kazakh dog breeds and is aimed at ensuring conditions for the conservation of wildlife and its biological diversity, sustainable use of wildlife in order to meet environmental, economic, aesthetic and other human needs, taking into account the interests of present and future generations..
