     The sixth Additional Protocol to the Charter of the world Postal Union plenipotentiary representatives of the governments of the member states of the world Postal Union, meeting at the Congress in Beijing, decided to make the following amendments to this charter, subject to approval on the basis of Article 30 of Paragraph 2 of the Charter of the world Postal Union, adopted in Vienna on July 10, 1964.

     Article I (article 22 as amended)

     Acts of the Union 1. the Charter is the main act of the Union. It consists of the main provisions of the Union.       2.the general regulations contain provisions that ensure the application of the Charter and the activities of the Union. It is mandatory for all member countries.       3.the world postal convention, the regulation of written correspondence and the regulation of postal parcels contain general provisions applicable to international postal services, as well as provisions on written correspondence and Postal Parcel Services. These acts are binding on all member countries.       4.the agreements of the Union and their regulations regulate activities other than written correspondence and Postal Parcel Services between the member countries participating in the agreements. They are mandatory only for those countries.       5.regulations containing provisions necessary for the implementation of the Convention and agreements shall be approved by the Postal use council, taking into account the decisions of the Congress.       6.possible final protocols attached to acts of the Union, referred to in paragraphs 3, 4, 5, contain comments on these acts.

     Article II (Article 25 as amended)

     Signing of acts of the Union, confirmation of their authenticity, approval and other forms of approval 1. acts of the Union adopted at the Congress are signed by Plenipotentiary representatives of the member states.       2.the authenticity of the regulations is confirmed by the Chairman and secretary general of the Postal use council.       3.The Charter shall be ratified as soon as possible through the signatory countries.       4.other acts of the Union, except for the Charter, are approved in accordance with the internal constitutional provisions of each signatory country.       5. If a country does not approve the Charter or approve other acts that it has signed, then the Charter and other acts will still be binding on the countries that have approved or approved them.

     Article III (Article 29 as amended)

     Submission of proposals 1. The Postal Administration of the Member States has the right to submit proposals to the Congress or to acts of the Union signed by its country during the period between Congresses.       2.however, proposals related to the Charter and general regulations may only be submitted to Congress.       3.in addition, proposals related to regulations are submitted directly to the Postal Operations Council, but they must be sent in advance through the International Bureau to all postal administrations.

     Article IV

     Accession to the Additional Protocol and other acts of the Union 1. member countries that have not signed this protocol may join it at any time.       2.member states that are participants in the acts revised at the Congress, but have not signed them, are obliged to join it as soon as possible.       3.in respect of the circumstances referred to in Paragraphs 1 and 2, accession documents must be sent to the Director General of the International Bureau. The general director shall inform the governments of the member states about them.

     Article V

     Entry into force and validity period of the Additional Protocol to the Charter of the world Postal Union this additional protocol comes into force on January 1, 2001 and remains in force for an indefinite period.       As a confirmation of this, the plenipotentiary representatives of the governments of the member states have drawn up this Additional Protocol, the provisions of which, as in the case of inclusion in the text of the Charter itself, will have the same force and meaning and signed it in one copy, which will be transferred for storage to the Director-General of the International Bureau. A copy of this copy will be distributed to each party by the Government of the country at the place of the Congress.       Made in Beijing on September 15, 1999.
