Article 12. The Charter of a public association of the Law on Public Associations
The charter of a public association must provide for:
1) the name, subject and objectives of the public association's activities;
2) membership (participation), conditions and procedure for the acquisition and loss of membership, rights and obligations of members (participants) of a public association;
3) the organizational structure of the public association, the legal status of the structural units (branches and representative offices) and the territory within which they carry out their activities;
4) the procedure for the formation, competence and terms of office of the governing bodies, the location of the permanent governing body of the public association;
5) sources of formation of funds and other property of a public association, the rights of a public association and its structural divisions (branches and representative offices) to manage property;
6) the procedure for making amendments and additions to the charter of a public association;
7) the procedure for the reorganization and liquidation of a public association, the fate of the property of the public association in the event of liquidation.
The charter may provide for other provisions related to the activities of a public association that do not contradict the legislation of the Republic of Kazakhstan.
The adoption of the charter, amendments and additions to it belong to the exclusive competence of the highest body of a public association - the congress (conference, meeting).
The right to freedom of association is one of the most important and constitutional human and civil rights, the realization of which meets the interests of society and is protected by the State.
