The principles of territorial defense are:

1) legality;

2) unity of command;

3) territoriality and mass character;

4) unity of approaches to the organization of territorial defense;

5) the obligation to carry out territorial defense measures;

6) sufficiency of financing of territorial defense measures;

7) minimization of time for deployment and bringing the territorial defense forces into readiness for action.

The Law of the Republic of Kazakhstan on Territorial Defense dated June 30, 2025 No. 201-VIII SAM

This Law regulates public relations in the field of territorial defense of the Republic of Kazakhstan.
