Local executive bodies within their competence:

1) participates in the development of documents on the implementation of the defense plan of the Republic of Kazakhstan, the implementation of measures for operational equipment of the territory in the interests of the defense of the Republic of Kazakhstan and ensures the preparation of communications for defense purposes;

2) provides accounting and mobilization training of transport and other technical means for defense purposes;

3) participates in the preparation of the population and territory for Defense, provides the needs of the Armed Forces, other troops and military formations for material, energy and other resources and services ordered by them in accordance with the procedure established by the legislation of the Republic of Kazakhstan on defense and Armed Forces;

4) organizes and ensures military registration and preparation of Citizens for military service, their conscription for military service, military training and mobilization conscription;

5) organizes and conducts work on fixing conscripts;

6) participates in the planning of Civil Defense and territorial defense measures of the Republic of Kazakhstan and ensures their implementation;

6-3) develops and approves the territorial defense plan of the region, city of Republican significance, capital in coordination with the General Staff of the Armed Forces of the Republic of Kazakhstan;-excluded by the law of the Republic of Kazakhstan dated June 30, 2025 No. 202-VIII kr

7-2) together with interested state bodies and organizations, create a commission for determining damage in case of damage (destruction) of property during the period of martial law and during wartime;

7-3) provides technical closure of access roads and operational equipment of the territory;

7-4) interacts with the Coordinating Council for military-patriotic education under the Ministry of Defense;

7-5) form coordinating councils for military-patriotic education at the local executive body of the capital, region, city of republican significance and approve the regulations on them;

7-6) implement measures aimed at developing and promoting the system of military-patriotic education within the administrative-territorial unit;

8) exercise in the interests of local public administration other powers assigned to local executive bodies by the legislation of the Republic of Kazakhstan.

This Law regulates public relations in the field of organization of defense and the Armed Forces of the Republic of Kazakhstan, the functions and powers of state bodies in ensuring the country's defense capability, the rights and obligations of citizens and organizations in the field of defense.
