Article 5-1. Competence of the national security bodies of the Republic of Kazakhstan, the Ministry of Internal Affairs of the Republic of Kazakhstan, the Ministry of Emergency Situations of the Republic of Kazakhstan, the Prosecutor's Office of the Republic of Kazakhstan and the Ministry of Defense of the Republic of Kazakhstan in relation to their subordinate military, special educational institutions of the Law on Education
The national security bodies of the Republic of Kazakhstan, the Ministry of Internal Affairs of the Republic of Kazakhstan, the Ministry of Emergency Situations of the Republic of Kazakhstan, the Prosecutor's Office of the Republic of Kazakhstan and the Ministry of Defense of the Republic of Kazakhstan exercise the following powers in relation to military and special educational institutions subordinate to them:
1) participate in the development of separate sections of state mandatory standards for the relevant levels of educational activities of military and special educational institutions, with the exception of secondary education organizations;
2) participate in the development of separate sections of the qualification requirements for the educational activities of military and special educational institutions, and a list of documents confirming compliance with them.;
3) develop and approve the rules of military and special educational institutions;
4) develop and approve the rules for the organization and implementation of the educational process, educational, methodological and scientific-methodical activities in military and special educational institutions (in secondary education organizations in coordination with the authorized body in the field of education);
4-1) develop and approve the rules for organizing the educational process for distance learning in military and special educational institutions (in secondary education organizations in coordination with the authorized body in the field of education);
5) develop and approve the rules for the ongoing monitoring of academic performance, intermediate and final certification of students of military and special educational institutions;

8) develop and approve rules for the organization of work on the preparation, examination, testing, publication and monitoring of educational publications and teaching materials, with the exception of secondary education organizations;
9) develop and approve the rules for admission to military and special educational institutions that implement educational programs of the appropriate level;
10) determine the dates of the beginning and completion of the academic year in military and special educational institutions, with the exception of secondary education organizations;
11) develop and approve rules for the organization and passage of professional practice and internship by students of military and special educational institutions;
12) develop and approve rules for transfer and reinstatement to military and special educational institutions;
13) develop and approve the qualification characteristics of the positions of teachers in military and special educational institutions, with the exception of positions of civil servants of educational organizations implementing educational programs of secondary, technical and vocational education;
14) develop and approve rules for the replacement of positions of teachers, researchers of military and special educational institutions, with the exception of positions of civil servants;
15) develop and approve requirements for information systems and Internet resources of military and special educational institutions;
16) approve the lists of specialties and qualifications, educational programs implemented in military and special educational institutions;
17) determine the forms and technologies of education in military and special educational institutions;
18) approve the rules for the application of forms of education, including online learning, and the organization of the educational process using educational technologies in military and special educational institutions;
19) exercise other powers provided for by this Law, other laws of the Republic of Kazakhstan, acts of the President of the Republic of Kazakhstan and the Government of the Republic of Kazakhstan.

This Law regulates public relations in the field of education, defines the basic principles of state policy in this field and is aimed at ensuring the constitutional right of citizens of the Republic of Kazakhstan, as well as foreigners and stateless persons permanently residing in the Republic of Kazakhstan, to education.
