Article 4. State regulation in the field of defense The Law on Defense and the Armed Forces of the Republic of Kazakhstan
1. State regulation in the field of defense includes:
1) forecasting and assessment of military danger and military threat;
2) development of the main directions of military policy and provisions of the Military Doctrine of the Republic of Kazakhstan;
3) legal regulation;
4) planning the use of the Armed Forces, other troops and military formations, determining their required strength, building, training and maintaining the required level of their combat and mobilization readiness;
5) development of control systems for the Armed Forces, other troops and military formations, as well as planning the use of the radio frequency spectrum;
6) development and implementation of a unified military-technical policy;
7) a set of national measures carried out in peacetime, including early mobilization training of government agencies, organizations, transport, communications and the population of the country, as well as operational equipment of the territory in the interests of defense of the Republic of Kazakhstan;
8) creation of reserves of the state material reserve;
9) preparation of citizens for military service, accumulation of military reserve for wartime;
10) planning and implementation of civil defense and territorial defense measures of the Republic of Kazakhstan;
11) organization of protection of information constituting state secrets and ensuring information security;
12) development of science in the interests of defense;
13) coordination of the activities of government agencies and organizations in carrying out tasks to ensure military security and defense, including those related to radiation, chemical and biological safety;
14) control over the activities of the Armed Forces, other troops and military formations;
15) International cooperation for the purposes of collective security and joint defense;
16) other measures in the field of defense.
2. For the purposes of defense, the military duty of citizens of the Republic of Kazakhstan, as well as other types of duties provided for by the laws of the Republic of Kazakhstan, are established.
3. The tasks of ensuring military security and defense are solved by the military organization of the state.
4. The armed forces, other troops and military formations, as well as government agencies and organizations perform defense tasks in accordance with the defense plan of the Republic of Kazakhstan.
5. Lands, forests, waters and other natural resources are provided for defense needs in accordance with the legislation of the Republic of Kazakhstan.
6. The property assigned to state institutions of the Armed Forces, other troops and military formations is republican property.

This Law regulates public relations in the field of organization of defense and the Armed Forces of the Republic of Kazakhstan, the functions and powers of state bodies in ensuring the country's defense capability, the rights and obligations of citizens and organizations in the field of defense.
