1. Akimat of the region (city of republican significance, capital):

1) develops and approves with the authorized body and territorial divisions of the authorized body and territorial divisions of authorized state bodies of military administration, national security and internal affairs of the Republic of Kazakhstan, operating in the relevant administrative-territorial unit, plans for the construction of communication facilities, communication lines and other engineering infrastructure facilities, with the exception of networks of government and presidential communications units;

2) jointly with telecom operators, determine the list of objects of social importance for providing subscribers with free connections with compensation for the corresponding costs to telecom operators in accordance with the procedure established by the legislation of the Republic of Kazakhstan.;

3) allocates non-residential premises for production facilities of postal operators in accordance with the legislation of the Republic of Kazakhstan, and also provides assistance to postal operators in locating production facilities on their territory.;

3-1) at the request of the cellular or satellite communications operator, in agreement with the authorized body, provides places with electricity supply for the construction of antenna-mast structures and (or) supports for cellular or satellite communications equipment by cellular or satellite communications operators.;

3-2) carries out state quality control of communication services provided by telecom operators;

4) exercise, in the interests of local government, other powers assigned to local executive bodies by the legislation of the Republic of Kazakhstan.

2. The akim of the district in the region (city of republican significance, capital), city of district significance, settlement, village, rural district makes proposals to the akimat of the region (city of republican significance, capital) on the organization of the provision of communication services in the relevant administrative-territorial unit for inclusion in the development plans of the region (city of republican significance, capital).

The Law of the Republic of Kazakhstan dated July 5, 2004 No. 567.

This Law establishes the legal basis for activities in the field of communications in the territory of the Republic of Kazakhstan, defines the powers of state bodies to regulate these activities, the rights and obligations of individuals and legal entities providing or using communications services.
