Article 146. Institution with cell conditions for the detention of convicts of the Criminal Executive Code of the Republic of Kazakhstan
1. Admission of persons sentenced to imprisonment to institutions is carried out by the administration in accordance with the procedure established by the internal regulations of the institution.
2. Convicts who arrive at institutions are placed in a quarantine unit for up to fifteen days. During his stay in the quarantine department, the convict's personality is studied, his psychological profile is compiled, as well as methods of working with him are developed and the compatibility of his content with other convicts is determined.
3. The cells are equipped with individual sleeping places, closets for clothes, linen and dishes, a bathroom and a washbasin.
4. Convicts in the cells are provided with walks lasting:
1) in strict conditions of detention – one and a half hours;
2) under normal conditions of detention – up to four hours.
During the period when convicts are being taken out for a walk, searches and technical inspections are carried out in the cells.
During the convicts' stay on a walk, the cells are locked, and the convicts are excluded from staying in them.
Walks of convicts in ordinary, facilitated and preferential conditions are carried out in blocks (floor by floor), in separate exercise yards of isolated sites.
Walks of convicts in strict conditions are carried out in recreational cells for the time being.
5. Convicts who are in light and preferential conditions of detention may be outside the cell from ten to twenty hours.
6. Food intake by convicts is carried out on a daily basis, as well as in the dining room. Convicts who are taken to work in the production area, as well as those held in light and preferential conditions, eat in the canteens of production facilities and residential areas.
7. It is prohibited to open the doors of cells, except for the cases provided for in parts five and six of this article, as well as the rules for organizing activities to monitor and supervise the behavior of persons held in institutions, and conducting inspections and searches.
8. Supervision of convicts held in institutions with temporary detention is carried out in accordance with the rules for organizing activities for supervision of convicts in institutions and conducting inspections and searches.
