Article 62. Competence of local executive and other state bodies of the Republic of Kazakhstan The Law On the State Border of the Republic of Kazakhstan
1. Local executive bodies of the Republic of Kazakhstan:
1) within the limits of their competence, issue regulatory legal acts aimed at creating conditions for the protection of the State Border;
2) inform the Border Guard Service of the National Security Committee of the Republic of Kazakhstan on issues related to the situation in the border area;
3) in accordance with the legislation of the Republic of Kazakhstan, provide land plots for the needs of protection and protection of the State Border;
4) provide assistance to authorized bodies responsible for protecting the State Border, consider and execute their submissions and other response acts provided for by the legislation of the Republic of Kazakhstan;
4-1) organize the accounting, storage, evaluation and further use of property seized by the Border Guard Service of the National Security Committee of the Republic of Kazakhstan during the suppression of offenses in the border area and recognized as ownerless in accordance with the procedure established by the legislation of the Republic of Kazakhstan;
5) to promptly resolve issues of border security of the Republic of Kazakhstan, appoint responsible officials and organize the activities of coordinating councils on border issues established under akimats of border regions (cities), with the assignment to them of coordination functions (in their territories) for the implementation by bodies, organizations, public associations and citizens of the requirements of this Law, other regulatory legal acts in the field of protection of the State border;
6) create conditions for citizens to participate on a voluntary basis in the protection of the State Border;
7) exercise, in the interests of local government, other powers assigned to local executive bodies by the legislation of the Republic of Kazakhstan.
1-1. The authorized body in the field of hydrocarbons develops the procedure for issuing permits for repeated crossing of the State Border by Kazakhstani and foreign vessels and Kazakhstani aircraft involved in subsurface use operations and ensuring subsurface use operations, spatial and temporal limits of permits, as well as the procedure for monitoring these vessels.
1-2. The authorized state body in the field of protection, reproduction and use of wildlife develops and approves the procedure for notifying the Border Guard Service of the National Security Committee of the Republic of Kazakhstan on the issuance of permits for the use of wildlife for the purpose of fishing aquatic biological resources in the fishing zone and the common water area.
2. Other state bodies of the Republic of Kazakhstan, within the limits of their powers, provide assistance to the Border Service of the National Security Committee of the Republic of Kazakhstan and the Armed Forces of the Republic of Kazakhstan in ensuring the protection of the State Border.

This Law regulates public relations in the field of protection of the State border of the Republic of Kazakhstan.
