Article 5-2. Competence of local executive bodies of regions, cities of republican significance, the capital The Law on Electric Power Industry
Local executive bodies of regions, cities of republican significance, and the capital subsidize the costs of energy-producing organizations for the purchase of fuel for the uninterrupted heating season in accordance with the procedure determined by the authorized body.
Local executive bodies of regions, cities of republican significance, and the capital subsidize the costs of organizations in the field of transmission and supply of electric energy to repay and service loans from international financial organizations involved in the implementation of projects to expand, modernize, reconstruct, renovate, maintain existing assets and create new assets, in accordance with the procedure determined by authorized state bodies.
Local executive bodies subsidize losses (debts) of energy-producing organizations, one hundred percent of shares (shares of participation in the authorized capital) of which belong to the state, which are in communal ownership and simultaneously carry out activities for the production of water (distillate), electric and thermal energy, in accordance with the procedure established by the rules for subsidizing energy-producing organizations for the purchase of fuel for uninterrupted heating season.

This Law regulates public relations arising in the process of production, transmission and consumption of electric energy.
