Article 14. Powers of the Territorial Election Commission of the Constitutional Law on Elections in the Republic of Kazakhstan
The relevant territorial election commission:
1) exercises control over the implementation of election legislation on the territory of an administrative-territorial unit;
2) ensures the preparation and conduct of elections of the President, deputies of Parliament and maslikhats, akim, members of other local self-government bodies;
2-1) registers the authorized representatives of presidential candidates, political parties that have nominated party lists, and issues them appropriate certificates;
2-2) registers the initiator's application for the recall of deputies elected in single-mandate territorial electoral districts.;
2-3) appoints elections of deputies of maslikhats in electoral districts instead of those who have left;
3) directs the activities of lower-level territorial, district and precinct election commissions; cancels and suspends their decisions; distributes among them the funds of the republican and local budgets allocated for the conduct of the election campaign; submits budget applications for the conduct of the election campaign; controls the creation of the necessary material and technical conditions for the activities of district and precinct election commissions; considers applications and complaints about decisions and actions (inaction) district and precinct election commissions; Organizes the execution of decisions of the Central Election Commission by all election commissions formed within the relevant administrative-territorial unit.;
3-1) receives from district election commissions protocols on registration of candidates for deputies of the relevant maslikhat and ensures publication by district election commissions of lists of registered candidates;
4) has the right to hear reports from election commissions, state bodies and organizations on issues related to the preparation and conduct of elections, as well as information from public associations on compliance with election legislation;
4-1) monitors the relevance and reliability of information about voters and the boundaries of polling stations, the timeliness and correctness of the voter lists for voting and their submission to the public;
5) ensures the holding of elections of deputies of the Senate; registers candidates for deputies of the Senate, their proxies, issues them appropriate certificates; publishes reports on registration of candidates in the mass media; prepares voting points, ensures the manufacture of booths and ballot boxes; summarizes the results of voting in the elections of deputies of the Senate and transmits the protocols of summing up the voting results to The Central Election Commission for registration of deputies of the Senate;
6) form electoral districts for the election of deputies of maslikhats and akims and publish their list, notify voters of the locations of election commissions;
6-1) establishes a uniform numbering of polling stations;
7) establish the text of the ballots for the election of deputies of maslikhats according to party lists, akims, and members of other local self-government bodies and ensure the production of ballots for the election of deputies of maslikhats, akims, and members of other local self-government bodies, as well as the delivery of ballots to district and precinct election commissions;
8) organizes and ensures the holding of elections of deputies of maslikhats; registers party lists submitted by political parties nominating candidates for deputies of maslikhats, registers proxies of political parties and candidates, issues appropriate certificates to candidates and proxies; publishes reports on the registration of party lists in the mass media;
8-1) appoints and organizes the election of akims, the election of akims instead of those who have retired; registers candidates for akims and their proxies, issues them appropriate certificates; publishes reports on the registration of candidates for akims in the media;
9) establishes the results of voting at polling stations in the relevant administrative-territorial unit, summarizes the results of the elections of deputies of maslikhats and akims, registers the elected deputies and akims and publishes a message about this in the mass media; submits to the higher election commission the protocols of counting votes in the relevant electoral districts and precincts for summarizing the election results and publication on the official website the Internet resource of the Central Election Commission;
10) organizes repeated voting and repeated elections of deputies of the Senate, repeated elections of deputies of maslikhats, akim, as well as elections instead of retired deputies of the Senate of Parliament and maslikhats;
11) appoints and organizes elections of members of local self-government bodies other than maslikhats, repeat elections and elections of members instead of those who have retired; registers candidates for members of local self-government bodies other than maslikhats, their proxies, issues them appropriate certificates; publishes reports on registration of candidates in local mass media; summarizes the election results members of local self-government bodies other than maslikhats; publishes a report on the election results in local mass media;
11-1) organizes explanations of election legislation; organizes and conducts training for participants in the electoral process; conducts seminars with representatives of political parties and other participants in the electoral process on the organization and conduct of elections;
11-2) carries out the accreditation of regional and local public associations and non-profit organizations, whose statutory activities include the conduct of election observation activities;
11-3) exercises the powers of district election commissions if the boundaries of districts in single-mandate territorial electoral districts coincide with the boundaries of administrative territorial units.;
12) exercise other powers in accordance with the legislation of the Republic of Kazakhstan.
