Article 23. Formation of polling stations of the Constitutional Law on Elections in the Republic of Kazakhstan

     1. Polling stations are formed by decisions of the relevant akims in coordination with the territorial election commissions to conduct voting and counting of votes in districts and cities. Polling stations are formed in order to create maximum convenience for voters and taking into account local and other conditions.

     2. Polling stations are formed taking into account the following conditions:

     1) no more than three thousand voters at each polling station;

     2) compliance with the boundaries of the administrative-territorial structure in administrative-territorial units;

     3) excluded by the Constitutional Law of the Republic of Kazakhstan dated 04/14/2004 No. 545.

     3. In military units, on ships belonging to the Republic of Kazakhstan and sailing on election day, in rest homes, sanatoriums, inpatient medical and preventive institutions, in places where citizens are located in remote and hard-to-reach areas, at cattle breeding sites, in pre-trial detention centers and temporary detention facilities, polling stations are formed, which are part of the electoral districts, respectively, by their location, home port, or location. Polling stations belonging to the electoral district in which the Ministry of Foreign Affairs of the Republic is located are established at the representative offices of the Republic of Kazakhstan in foreign countries.

     4. The formation of polling stations is carried out respectively on the recommendation of the captains of ships, commanders of units or military formations, heads of the institutions mentioned in paragraph 3 of this Article, the relevant akims and the Ministry of Foreign Affairs of the Republic.

     5. The relevant akims, within fifteen days, and in the case of elections of members of other local self–government bodies, within seven days after the appointment or announcement of elections, notify voters through the mass media about the boundaries of polling stations.
