On holding a republican referendum on April 29, 1995
DECREE of the President of the Republic of Kazakhstan dated March 25, 1995 N 2152
Proceeding from the fact that the supreme expression of the will of the people as the only source of state power in the Republic of Kazakhstan is a popular vote, taking into account the appeal of the Assembly of Peoples of Kazakhstan and guided by Article 78 of the Constitution of the Republic of Kazakhstan, Article 3 of the Law of the Republic of Kazakhstan "On the temporary delegation of additional powers to the President of the Republic of Kazakhstan and heads of local administrations", I decree:
1. To hold a republican referendum on April 29, 1995.
2. Submit the following question to the republican referendum:
"Do you agree to extend the term of office of the President of the Republic of Kazakhstan, N.A. Nazarbayev, who was popularly elected on December 1, 1991, until December 1, 2000?".
3. When organizing and holding an appointed republican referendum, be guided by the General Part of the Election Code in the Republic of Kazakhstan, the Decree of the President of the Republic of Kazakhstan having the force of the constitutional law "On the Republican Referendum".
4. To establish that the organization and conduct of the republican referendum is carried out by the Central Election Commission of the Republic of Kazakhstan, which performs the functions of the Central Commission of the Referendum.
5. The heads of regional, Almaty city, district, and city district administrations, within seven days from the date of issue of this Decree, shall form territorial and precinct election commissions performing the functions of territorial and precinct referendum commissions, and form their composition.
The heads of the administrations of the regions and the city of Almaty should immediately inform the Central Commission of the Referendum about the decisions taken.
6. The Cabinet of Ministers of the Republic of Kazakhstan, the heads of regional and Almaty city administrations should immediately take all necessary measures for the organizational, logistical and financial support of the scheduled republican referendum.
7. This Decree comes into force from the date of publication.
