On measures to ensure the activities of state bodies of the Republic of Kazakhstan and the fulfillment of international contractual obligations assumed by the Republic in connection with the adoption of the Constitution of the Republic of Kazakhstan at the republican referendum on August 30, 1995.

In order to ensure the proper functioning of the State bodies provided for by the Constitution and the fulfillment of the international contractual obligations assumed by the Republic, I hereby decree:      

1. To establish that the President of the Republic of Kazakhstan, prior to the beginning of the first session of the Parliament of the Republic of the first convocation, exercises the powers to:      

appointment to the post of Prime Minister, Prosecutor General, Chairman of the National Bank and Chairman of the National Security Committee of the Republic of Kazakhstan;      

appointment and dismissal of the Chairman of the Supreme Court, chairmen of boards and judges of the Supreme Court of the Republic of Kazakhstan;      

dismissal of the Chairman and judges of the Constitutional Court of the Republic, the Chairman and judges of the Supreme Arbitration CourtRepublics;

appointment and dismissal of the Chairman,Deputy Chairman, Secretary and members of the Central ElectionCommission of the Republic of Kazakhstan;

deprivation of the immunity of the Prosecutor General and judges of the courtsof the Republic of Kazakhstan;ratifications and denunciations of international treaties of the RepublicKazakhstan.

2. This Decree shall enter into force from the date of publication.
