About military uniforms and insignia of the Armed Forces, other troops and military formations of the Republic of Kazakhstan

In accordance with the laws of the Republic of Kazakhstan "On Defense and the Armed Forces of the Republic of Kazakhstan" and "On military service and the status of military personnel"
I DECREE:

1. To approve the attached description and drawings of samples of military uniforms and insignia of the Armed Forces, other troops and military formations of the Republic of Kazakhstan.
The footnote. Paragraph 1 is amended by Decree of the President of the Republic of Kazakhstan dated 12.12.2023 No. 413 (effective from 01.01.2024).
2. The Government of the Republic of Kazakhstan should take measures to implement this Decree in stages within the limits of the funds provided in the republican budget for the relevant year, taking into account the period of wear of old models of military uniforms.
3. Invalidate:
1) Decree of the President of the Republic of Kazakhstan dated July 8, 2006 No. 146 "On military uniforms and insignia of military personnel of the Armed Forces, other troops and military formations of the Republic of Kazakhstan";
2) subparagraph 2) of paragraph 1 of Decree of the President of the Republic of Kazakhstan dated May 19, 2009 No. 805 "On Amendments to certain Decrees of the President of the Republic of Kazakhstan" (SAPP of the Republic of Kazakhstan, 2009, No. 24-25, art. 207).
4. This Decree shall enter into force from the date of signing.

DESCRIPTION AND drawings of military uniforms and insignia of the Armed Forces, other troops and military formations of the Republic of Kazakhstan

Section 1. General concepts and provisions
1. The following basic concepts are used in these descriptions and drawings of samples of military uniforms and insignia of the Armed Forces, other troops and military formations of the Republic of Kazakhstan (hereinafter referred to as the description and drawings):
1) ammunition – items of military clothing (belts, pouches, unloading vests) that facilitate the carrying of weapons, ammunition and other military equipment;
2) insignia – elements of military uniforms indicating the personal military ranks of military personnel, belonging of military personnel to the Armed Forces (hereinafter referred to as the Armed Forces), other troops and military formations (including: military command bodies, types of armed forces, branches of the Armed forces, regional commands, special forces, logistical support troops, territorial troops, military educational institutions, special operations forces, departments, special forces units and other organizations) and blood groups of military personnel;
3) military uniform – a uniform approved by the President of the Republic of Kazakhstan with insignia and distinctions (uniforms) and equipment identifying membership in the Armed Forces, other troops and military formations;
4) insignia – state and departmental awards, badges awarded to military personnel.
2. Insignia include shoulder badges (shoulder straps, shoulder straps), sleeve, breast and back badges (patches, chevrons, sewing, armbands), signs on collars (buttonholes, emblems and sewing), hats (cockades, sewing), shoulder straps (emblems, stars, buttons and patches), edging, lamps, as well as personalized signs and other military heraldic signs.
The insignia and insignia provided for by the legislation of the Republic of Kazakhstan are worn on military uniforms.
3. Types of military uniforms: formal, casual, field and special.
Types of military uniforms are divided into summer, winter, and demi-season and may be numbered.
During military parades, ceremonial and other ceremonial events, it is envisaged to wear a formal uniform. Military personnel of units performing ceremonial rituals (guard of honor companies, conductors, orchestras, female military personnel) are provided with additional ceremonial uniforms during military parades and other ceremonial events of international and national significance.
Female military conductors and musicians of orchestras are provided with hats instead of caps and shoes instead of ankle boots.
Military personnel are provided with a winter coat of the prescribed color in their formal winter uniforms only when participating in military parades, international events and other special occasions in winter. In all other cases, it is allowed to wear a winter casual jacket in winter when wearing formal clothes.
4. For daily wear by contract servicemen and conscripted officers of strategic, operational-strategic, operational-tactical, operational-territorial, local military administration bodies, military departments (military faculties), border control units of the Border Guard Service (hereinafter referred to as the PS), the Aviation Service of the National Security Committee (hereinafter referred to as – National Security Committee) (except for separate structural divisions), military police bodies of the National Security Committee, military communications bodies, permanent staff, undergraduates, adjuncts and doctoral students of military, special educational institutions (except for educational process support units), as well as commanders (chiefs) of military units (institutions, separate structural divisions) and their deputies of the Armed Forces, other The troops and military formations (hereinafter referred to as the governing bodies) provide for the daily uniform No. 1.
For senior officers, Deputy Ministers of Defense, heads of other troops and military formations, as well as commanders-in-chief, commanders and their deputies, heads of departments and their deputies, heads of structural divisions directly subordinate to the first heads of government agencies, and their deputies, casual uniform No. 2 is additionally provided (except for the Aviation Service of the National Security Committee).

5. Field uniforms (clothing, shoes, headgear, underwear and ammunition) are designed to be worn when performing special, combat and combat training tasks, as well as during exercises, field trips, combat duty, combat service, guard duty, daily and garrison duty, classes in training centers, training grounds, and other combat training events.
6. Special clothing (uniform special clothing of military personnel with or without insignia, shoes and ammunition) provides for the functionality of clothing parts when performing special, combat and combat training tasks (pockets, fasteners for ammunition for ammunition, weapons, military equipment and other military property, rapid discharge systems, clothing items).
7. Military personnel of the Airborne Assault Forces (hereinafter referred to as the Airborne Forces), Special Operations Forces (hereinafter referred to as the MTR), military intelligence, marines, military police serving to ensure the regime and security of the Ministry of Defense and the General Staff, rapid response units of the military police of the Armed Forces, as well as special forces units and units of the Armed Forces of other troops and military formations, military personnel of the Ministry of Emergency Situations (hereinafter – the Ministry of Emergency Situations) and the National Guard (hereinafter – NG) it is allowed to wear a beret instead of the headdresses installed, as well as a vest, a sleeveless vest or a short-sleeved vest instead of a T-shirt.
8. In the Armed Forces, other troops and military formations, the style and colors of special uniforms, insignia and sewn insignia to it, sleeve insignia for ceremonial, casual, field and special uniforms, indicating membership in military command bodies, formations, units, military and special educational institutions, signs of military graduation, special educational institutions, signs for classroom specialists are approved by the first heads of government agencies.
9. The military uniforms and insignia of military personnel of the Special Forces of the State Security Service (hereinafter referred to as the CSO) correspond to the uniforms approved by Decree of the President of the Republic of Kazakhstan dated August 29, 2013 No. 627 "On approval of the types and description of special uniforms of employees of special State bodies of the Republic of Kazakhstan", with the exception of dress uniforms for military personnel participating in protocol events.
10. The uniform of military personnel of the NG aviation, the Aviation Service of the National Security Committee, and the state aviation safety authority corresponds to the uniform of military personnel of the Air Defense Forces (hereinafter referred to as SVO) of the Armed Forces.
The uniform of the military personnel of the Border Academy of the National Security Committee corresponds to the uniform of the military personnel of the PS of the National Security Committee.
The uniform of the military personnel of the naval units of the SS KNB corresponds to the uniform of the military personnel of the Naval Forces (hereinafter referred to as the Navy) of the Armed Forces.
11. The colors of the bands and piping on caps, stripes on vests, piping and stripes on trousers, piping on uniforms and jackets, the color of berets are given in Appendix 1 to the description and drawings.
The colors of the stripes, edging, margins and patches on the shoulder straps are given in appendix 2 to the description and drawings.
Section 2. Description of military uniform samples

17. In formal dress, insignia and departmental insignia are worn on the uniform (except for the gray uniform).
In the case of everyday clothing, order ribbons and medal ribbons on the straps, departmental insignia are worn on suits, tunic, and ceremonial uniform of gray color.

In the case of everyday clothing, order ribbons and medal ribbons are worn on suits and jackets, as well as departmental insignia.

The cap, fur hat with earflaps, cap, winter jacket, tunic and trousers, casual suits and a T-shirt (for everyday wear) are dark blue, and the casual shirt is light blue (Figures 43-46).
All military personnel of the commandant's offices of military communications (international airports) The Armed Forces and border control units of the National Security Committee, whose official duties include participating in the paperwork at checkpoints, wear astrakhan earflaps in winter.

27. In the formal uniform, insignia and departmental insignia are worn on the jacket and front jacket. Also, when participating in events of international importance, it is allowed to wear order ribbons and medal ribbons on the straps instead of insignia on the dress uniform.

They ALL wear casual caps, fur earflaps, winter jackets, casual suits and a dark blue T-shirt (for everyday wear) (Figures 71-73).
All military personnel are women of the commandant's offices of military communications (international airports) The Armed Forces and border control units of the National Security Committee, whose official duties include participating in the paperwork at checkpoints, wear astrakhan earflaps in winter.

Military personnel of the Airborne Forces, MTR, Marines, intelligence and special forces units are given vests with sleeves and long johns instead of underwear, winter vests with sleeves and thermal underwear instead of thermal underwear, and sleeveless vests instead of T–shirts.
