Article 13. The procedure for concluding marriage (matrimony) of the Code on Marriage (Matrimony) and Family of the Republic of Kazakhstan
1. Marriage (matrimony) is concluded in registration authorities or in specially designated state wedding palaces in the personal presence of persons entering into marriage (matrimony).
In exceptional cases (serious illness, disability related to movement difficulties, being in custody or in places of deprivation of liberty), when one of the persons wishing to marry cannot appear at the registration authority, the state registration of marriage (matrimony) is carried out at home, in a medical or other organizations in the presence of persons entering into marriage (matrimony), with mandatory approval from the administration of the relevant organization.
2. The conclusion of a marriage (matrimony) takes place after fifteen calendar days from the date on which those wishing to marry (matrimony) submit an application to the registration authority.
The registration authority at the place of state registration of marriage (matrimony), if there are valid documented reasons, reduces or increases this period.
In the presence of special circumstances (pregnancy, birth of a child, immediate danger to the life of one of the parties and other special circumstances), the state registration of marriage (matrimony) at the request of those entering into marriage (matrimony) is carried out on the day of filing the application.
3. The state registration of marriage (matrimony) shall be carried out in accordance with the procedure established by this Code.
4. The refusal of the registering authority to state registration of marriage (matrimony) may be appealed by persons wishing to enter into marriage (matrimony), or by one of them, as well as by their legal representatives in accordance with the procedure established by the laws of the Republic of Kazakhstan.
