On further improvement of the public administration system of the Republic of Kazakhstan

Decree of the President of the Republic of Kazakhstan dated June 13, 2003 No. 1107

 In accordance with subparagraph 3) of Article 44, paragraph 2 of Article 65 of the Constitution of the Republic of Kazakhstan

I decree:      

1. Reorganize the Agency of the Republic of Kazakhstan for Regulation of Natural Monopolies and Protection of Competition by transforming it into a state body directly subordinate and accountable to the President of the Republic of Kazakhstan.      

2. To establish the Agency of the Republic of Kazakhstan for Informatization and Communications as a central executive body outside the Government, with the transfer of functions and powers in the field of informatization and communications from the Ministry of Transport and Communications of the Republic of Kazakhstan.      

3. Assign to the Ministry of Industry and Trade of the Republic of Kazakhstan the functions and powers in the field of innovative development and implementation of the relevant program.      

4. Within one month, the Government of the Republic of Kazakhstan shall: 1) ensure the formation of the Fisheries Committee of the Ministry of Agriculture of the Republic of Kazakhstan; 2) abolish the Committee on Communications and Informatization of the Ministry of Transport and Communications of the Republic of Kazakhstan; 3) ensure the redistribution of the staffing of reorganized and abolished state bodies of the Republic of Kazakhstan; 4) take other necessary measures to implement this The decree.      

5. In paragraph 1 Decree of the President of the Republic of Kazakhstan dated January 22, 1999 No. 6 "On the structure of the Government of the Republic of Kazakhstan" to make the following amendments and additions: delete the following paragraph: "Agency of the Republic of Kazakhstan for Regulation of Natural Monopolies and Protection of Competition"; add the following paragraph: "Agency of the Republic of Kazakhstan for Informatization and Communications".      

6. Control over the implementation of this Decree is entrusted to the Administration of the President of the Republic of Kazakhstan.      

7. This Decree comes into force from the date of signing.
