Decree of the President of the Republic of Kazakhstan dated August 28, 2002 No. 931.

In accordance with subparagraph 3) of Article 44 of the Constitution of the Republic of Kazakhstan, subparagraph 9) of Article 19 of the Constitutional Law of the Republic of Kazakhstan "On the President of the Republic of Kazakhstan", paragraph 2 of Article 22 and paragraph 1 of Article 23 of the Constitutional Law of the Republic of Kazakhstan "On the Government of the Republic of Kazakhstan", I decree:

1. Reorganize:

1) The Ministry of Economy and Trade of the Republic of Kazakhstan by dividing it into the Ministry of Economy and Budget Planning of the Republic of Kazakhstan and the Ministry of Industry and Trade of the Republic of Kazakhstan, with the transfer to it of functions and powers in the field of industrial management, construction and trade, standardization, metrology and certification;

2) The Ministry of Natural Resources and Environmental Protection of the Republic of Kazakhstan through its transformation into the Ministry of Environmental Protection of the Republic of Kazakhstan with the transfer to the Ministry of Agriculture of the Republic of Kazakhstan of functions and powers in the field of water resources management, forestry, fishing and hunting;

3) The Ministry of Energy and Mineral Resources of the Republic of Kazakhstan with the transfer of functions and powers: for industrial management - to the Ministry of Industry and Trade of the Republic of Kazakhstan (with the exception of functions and powers in the field of fuel and energy industry and subsoil use); in the field of aerospace - to the Ministry of Transport and Communications of the Republic of Kazakhstan;

4) The Ministry of Finance of the Republic of Kazakhstan by dividing it into the Ministry of Finance of the Republic of Kazakhstan and the Agency of the Republic of Kazakhstan for Public Procurement, with the transfer of functions and powers in the field of budget planning to the Ministry of Economy and Budget Planning of the Republic of Kazakhstan;

5) The Ministry of State Revenue of the Republic of Kazakhstan through its affiliation to the Ministry of Finance of the Republic of Kazakhstan with the transfer of functions and powers in the field of state revenue planning to the Ministry of Economy and Budget Planning of the Republic of Kazakhstan; customs Affairs - to the Agency for Customs Control of the Republic of Kazakhstan;

6) The Ministry of Foreign Affairs of the Republic of Kazakhstan with the transfer of functions and powers in the field of state support for direct investments to the Ministry of Industry and Trade of the Republic of Kazakhstan;

7) The Agency of the Republic of Kazakhstan for Regulation of Natural Monopolies, Protection of Competition and Support of Small Business through its transformation into the Agency of the Republic of Kazakhstan for Regulation of Natural Monopolies and Protection of Competition with the transfer of functions and powers in the field of small business support to the Ministry of Industry and Trade of the Republic of Kazakhstan;

8) The Agency for Strategic Planning of the Republic of Kazakhstan through its affiliation to the Ministry of Economy and Budget Planning of the Republic of Kazakhstan;

9) The Agency of the Republic of Kazakhstan for the Protection of State Secrets through its affiliation to the Office of the Prime Minister of the Republic of Kazakhstan.

2. To establish the Customs Control Agency of the Republic of Kazakhstan as a central executive body that is not part of the Government.

3. To the Government of the Republic of Kazakhstan:

1) provide education:

Committee of Internal Troops of the Ministry of Internal Affairs of the Republic of Kazakhstan;

Committee of Trade of the Ministry of Industry and Trade of the Republic of Kazakhstan;

Committee for Small Business Support of the Ministry of Industry and Trade of the Republic of Kazakhstan;

Committee on Investments of the Ministry of Industry and Trade of the Republic of Kazakhstan;

Committee on Construction Affairs of the Ministry of Industry and Trade of the Republic of Kazakhstan;

Defense Industry Committee of the Ministry of Industry and Trade of the Republic of Kazakhstan;

Committee on Standardization, Metrology and Certification of the Ministry of Industry and Trade of the Republic of Kazakhstan;

Committee on Water Resources of the Ministry of Agriculture of the Republic of Kazakhstan;

Committee of Forestry, Fisheries and Hunting of the Ministry of Agriculture of the Republic of Kazakhstan;

Aerospace Committee of the Ministry of Transport and Communications of the Republic of Kazakhstan;

Tax Committee of the Ministry of Finance of the Republic of Kazakhstan;

Committee on Work with Insolvent Debtors of the Ministry of Finance of the Republic of Kazakhstan;

2) abolish:

Traffic Police Committee of the Ministry of Internal Affairs of the Republic of Kazakhstan;

The Main Directorate of the Commander of the Internal Troops of the Ministry of Internal Affairs of the Republic of Kazakhstan;

Committee on State Control over the Production and Turnover of Excisable Products of the Ministry of State Revenue of the Republic of Kazakhstan;

Customs Committee of the Ministry of State Revenue of the Republic of Kazakhstan;

Committee of Environmental Protection of the Ministry of Natural Resources and Environmental Protection of the Republic of Kazakhstan;

Committee on Public Procurement of the Ministry of Finance of the Republic of Kazakhstan;

Committee on Anti-Dumping Control of the Ministry of Economy and Trade of the Republic of Kazakhstan;

3) to develop and submit to the Mazhilis of the Parliament of the Republic of Kazakhstan draft laws arising from the requirements of this Decree;

4) to ensure the redistribution of the staffing of reorganized and abolished state bodies of the Republic of Kazakhstan;

5) take other necessary measures to implement this Decree.

4. To make the following amendments and additions to paragraph 1 of the Decree of the President of the Republic of Kazakhstan dated January 22, 1999 No. 6 "On the Structure of the Government of the Republic of Kazakhstan":

delete the following paragraphs:

"Ministry of State Revenue of the Republic of Kazakhstan";

"Ministry of Natural Resources and Environmental Protection of the Republic of Kazakhstan";

"Ministry of Economy and Trade of the Republic of Kazakhstan";

"Agency of the Republic of Kazakhstan for the Protection of State Secrets";

"Agency of the Republic of Kazakhstan for Regulation of Natural Monopolies, Protection of Competition and Support of Small Business";

add new paragraphs as follows:

"Ministry of Industry and Trade of the Republic of Kazakhstan";

"Ministry of Environmental Protection of the Republic of Kazakhstan";

"Ministry of Economy and Budget Planning of the Republic of Kazakhstan";

"Agency of the Republic of Kazakhstan for Public Procurement";

"Agency of the Republic of Kazakhstan for Regulation of Natural Monopolies and Protection of Competition";

"Agency of Customs Control of the Republic of Kazakhstan".

5. Control over the implementation of this Decree is entrusted to the Administration of the President of the Republic of Kazakhstan.

6. This Decree comes into force from the date of signing.
